Is this all I need to mod my PR4 (1990 manual) UCU for TurboEdit? Its called an Uberdata Mod kit but I think its all the right stuff.
Also is this USB Chip Programmer any good?

no. You only need a socket, chip and programmer. All the rest of that crap is for obd1 ecus.
